I stay out of Keychain for the most part, but I just took a peak and noticed this odd looking (maybe alarming?) certificate.

Until a CA gets compromised, which is pretty easy to figure out once people start attacking sites using falsely issued certificates from that authority, it doesn't really matter where they're based. They could get in Russia and Ukraine and so long as criminals haven't infiltrated their network and started issuing fake certs for google.com, etc. through the authority then they're a perfectly fine CA. Once they get compromised their CA and all certificates issued through that CA get yanked.

That being said, it would be silly to think that certain government agencies haven't infiltrated at least one CA in their country and are able to issue certificates in their name. Thankfully so long as you're not a target of that government's security apparatus you have nothing to fear.
