Max is 1024*768 in Displays here, must be a setting in Parallels I'm not seeing, 1920*1080 is max of the Host.

look under /options/full screen/advanced settings/scale to fit screen/ in configure.

Should be set to "auto".

Perhaps parallels isn't communicating with the monitor properly.

MY available settings:
21 settings: 800x600 - 2560x1600

11 HIDPI settings: 720x400 - 1280x800

Sorry Chief, I don't have an explanation.

According to Parallels: "Screen resolution in Parallels Desktop virtual machines is
controlled by the Dynamic Resolution feature which is provided by Parallels Tools".
https://kb.parallels.com/116141

That's nice, but that doesn't explain what's going on with your machine.

I changed my host screen resolution and parallels followed suite.

I was in a 10.8 vm though. I will try it in 10.6 server and see if that follows along or not.
--------------
--edit--
Okay I tried it in 10.6 Server and I had 26 resolutions to choose from. It did follow (=)
the host resolution in full screen mode as well. I even removed parallels tools and that
made no difference (I thought maybe your parallels tools installation was corrupt).
Hmmm.... Second thought; Maybe parallels tools is corrupt. Remove and/or re-install
parallels tools and see if that helps. Parallels 12 has a bad habit about corrupting
parallels tools installs. I've run into issues with parallels tools corruption before
under parallels 12 and had to reinstall them. Not the exact problem you are having,
but problems just the same.

If no joy after reinstalling parallels tools:
I suggest contacting those blokes at Parallels. Maybe they can give you an answer.
----------------
--edit again--
Here is a fix related to the host machine provided you are running the VM under Sierra:
https://forum.parallels.com/threads/macos-10-12-6-vm-stuck-at-1024x768-resolution.342546/page-2#post-832114

There is another thing you might try: In the 10.6 Server VM system preferences/displays, try the "detect displays"
button and see if 10.6 can detect any more display resolutions.
