If it is of any use to anyone, I just thought I'd put it out there that since OS X 10.6 Server, iCal Server (which is just a build of Darwin Calendar Server with Open Directory support) allows you to perform server-side delegation, which is really handy if you have systems that aren't joined to the directory server, making it awkward for the client to handle delegation itself from within iCal. It's also handy if you have to do a large amount of delegation and don't want to subject your users to the misery of doing it themselves within iCal.

The command to interact with delegation on the server is calendarserver_manage_principals. Look up its man page for more details. To add read or write proxies (delegation) you can do this:

calendarserver_manage_principals --add-write-proxy users:bob users:mike
which will delegate the user with the short name "bob" privileges to read and modify the calendar belonging to the user with the short name "mike."

calendarserver_manage_principals --add-read-proxy users:jim users:sheryl
This one delegates to the user with the short name "jim" privileges to read the calendar belonging to the user with the short name "sheryl."

This is really handy if you need to do a lot of delegation. You can just script it. The calendarserver_manage_principals command has other tools to manage the server so do check out its man page if you have to run one of these systems.
