Anything is still available if you know the right person, but of course that's also the rub.
I wonder if Lion Server is actually necessary for this person. For some things it may be, but depending on what kind of server this person is hoping to run it might not be necessary or even helpful. It's certainly not very useful for running a web server, database server, time server, DNS server, or mail server. If the person needs directory integration, Apple's wiki, calendar services (although they're crap), AFP, and a handful of other stuff they may need Server.
Another alternative would be to install a different bootloader that hacks around the 32-bit EFI.
